Changes in farmers’ insurance: new rules for dual-professionals

A parliamentary draft amendment to the Act on Farmers’ Social Insurance has been submitted to the Sejm. As advocated by the Parliamentary Club of the Civic Coalition (KO), its aim is to equalize the rights of the so-called dual-professional farmers regardless of their age.

EC finally consented to subsidise fertilisers!

At last, there are some good and sure news for farmers! The European Commission has approved the Polish scheme worth 836 million euros (3.9 billion zlotys) designed to support the agricultural sector in the context of the Russian invasion on Ukraine. We finally have formal approval of subsidies for fertilisers!

Zero VAT also on seed grain of selected plant species?

This is the information we got “from the field”. Every farmer has probably already heard that VAT on fertilisers is being abolished for six months. Over time, it also turned out that the zero VAT rate would apply to crop protection agents and cereals, among other things. Now we have found out it will also apply to seed grain. However, even though the zero VAT rate comes into force tomorrow, i.e. 1 February, very little about the new regulations is known to the industry itself.

Condition of photovoltaics subsidies under the AgroEnergia programme

Receipt of applications for the 1st stage of the AgroEnergia 2021 programme will begin on 1 October 2021. Farmers who will receive the subsidy will be able to use it to install a photovoltaic or wind system, including energy storage, as well as a heat pump. What conditions have to be met?

Only 3 000 PLN in subsidies for photovoltaics as part of “Mój Prąd 3.0” programme

Contrary to previous announcements, subsidies under the “Mój Prąd 3.0” programme will not include energy storage facilities or EV charging stations. Subsidies will only include photovoltaics. The sum of the subsidy will also be lower by 2 000 PLN than previously announced. The change in perspective of the new subsidy is commented by Mr Michał Kitkowski, president of SunSol.

As representatives of the European Commission say, Polish agricultural sector needs as much as EUR 6 billion, and the financial gap in agriculture accounts for half of the country’s deficiencies. The application collection procedure that many have been waiting for! It is known that applications for the development of agricultural services can be submitted from 30th November 30 till 13th January 2021! The President of ARMA announced today that from 30th November the current year till 13th January 2021, it will be possible to submit applications for financial aid for operations of the “Entrepreneurship development ‒ development of agricultural services” type under the “Support for investments in the creation and development of non-agricultural activity” sub-measure covered by RDP 2014-2020.

Most accidents happen on small farms

Summer and autumn are the seasons of the most intense work on farms, and consequently the seasons of greater accident hazard. According to the data from the Farmer's Social Security Fund, last year nearly 13 000 such incidents were reported, most of which pertained to falls: from height, in the yard, in the fields, and in traffic routes (nearly 48.3%), accidents involving animals (12%), and accidents involving machines (11.9%). Many of such incidents, not included in the statistics unfortunately, are incidents involving children who help their parents and grandparents during this time, come to visit the family in the country, or take part in agrotourism. Implementation of appropriate preventive measures may materially reduce the risk of unforeseeable situations, both among children and adults.

When can farmers freely sell agricultural real property?

Owners of an agricultural real property cannot sell it if it was acquired after 29 April 2016. Instead, they are obliged to pursue farming operations using the acquired real property for a period of at least five years from the date of the acquisition. Global prices of agricultural land soared by 12 percent annually for the last 16 years

In Western Europe the price of land went up in this period by nearly 6 percent, whereas Romanian agricultural land recorded a 40-percent price increase. Regions with the highest price surges are Eastern Europe and South America. The largest increase was recorded in the 5-year period between 2002 and 2007, when land prices gained 28 percent annually. In the next 5 years the increase waned to nearly 11 per annum.
