The agency reminds that the aid is available to farmers who sustained losses as a result of at least one of the following natural disasters: flood, downpour, drought, spring frost, negative effects of wintering, landslide, avalanche, hail, hurricane, stroke of lightning.
Eligible are also those farmers who were instructed by a county veterinarian by way of decision to kill pigs or destroy pig carcasses to counteract African swine fever (ASF).
Subsidies are available to those farmers who sustained losses in the year in which the application for aid is submitted or at least one of two previous years.
The amount of the losses in agricultural production, farm animals or fish entitling to apply for aid must correspond to at least 30 percent of the annual agricultural production or the losses must pertain to a farm component whose replacement entails incurring costs qualifying for aid.
The amount of the losses sustained in the farm is established by a committee appointed by the province governor.
In case of an outbreak of the African swine fever the aid is available to farmers who were instructed by the county veterinarian to kill pigs or destroy pig carcasses as a means of counteracting ASF and as at the day of the decision such pigs accounted for at least 30 percent of all swine owned by the given farmer.
The maximum amount of aid that a farmer may receive within the entire PROW 2014-2020 execution period is PLN 300 thousand, with the reservation that the amount of the aid cannot exceed 80 percent of the qualified costs.
In case of natural disasters a subsidy may be granted for investments replacing destroyed farm components, e.g. reconstruction of perennial plantations, orchards, destroyed buildings or purchase of new machinery or agricultural equipment. Farmers whose farms sustained losses due to ASF may receive subsidies for investments that are not related to swine production.

In connection with the introduction of epidemic state in Poland, which involves restrictions as regards personal pursuit of matters by farmers at ARiMR posts, applications may be submitted at regional divisions in the form of electronic documents sent to the electronic inbox, via the ePUAP platform or with registered mail via Poczta Polska. Applications may also be delivered to special drop boxes at the Agency’s local branches.
The amount allocated to the “Reconstructing Agricultural Production Potential Destroyed as a Result of Natural Disasters and Catastrophes as well as Implementing Adequate Precautionary Measures” within the framework of the current PROW is PLN 530,167,993.16. Of that the payments already effected within the “Investments Reconstructing the Agricultural Production Potential” programme total PLN 3,054,193.21; 414 agreements were concluded for the amount of PLN 18,329,647.78 and 1280 applications were filed for the amount of PLN 81,877,959.48.
The “Reconstructing Agricultural Production Potential Destroyed as a Result of Natural Disasters and Catastrophes as well as Implementing Adequate Precautionary Measures” programme already utilised 9 percent of the available limit, and payments effected so far within the entire PROW correspond to 44.8 percent of the limit.
